Description
Install from LiveCD 2.1 delta-h, and select Spanish for the system default language. Restart. Note that the Login screen is in English.

Click Language > Spanish > Change Language. Note that the Login screen has not changed languages, and is still in English.

Hardisk : Confirmed, same problem for French

The user have to go to System -> Administration -> Language support in gnome, and select his (her) language. See Complete language support.
